70 years ago, Qonggyai County of Shannan City, southwest China's Tibet Autonomous Region, had no formal education institution, no teacher who received modern education or training, and no completed education system. Over the past 60 years of Tibet's democratic reform, the county has established and improved a network of preschool education at county, town and village levels. Now there are 22 kindergartens with 54 full-time teachers and 665 children; the enrollment rate of school-age children has reached 100%. Five township primary schools with basically balanced teaching resources have been established, with a school-age children enrollment rate of 100%.

70 years ago, Qonggyai County had no special department in charge of education development. At present, various kinds of special funds from central, regional and city's finance for education are annually allocated to fully guarantee development of the county's education. The annual education funds from the county-level finance are no less than 20% of total, reaching a record of 7.155 million yuan RMB in 2019.

According to relevant data, since the 18th National Congress of the Communist Party of China (CPC), Qonggyai County has spent more than 150 million yuan RMB on education development, which has not only improved school conditions greatly, but also metthe region's standardization requirements.

There are more than 260 full-time teachers graduated from famous universities and professional schools, mastering scientific and complete modern teaching methods. In recent years, Qonggyai County's education and teaching work continues to stay at the forefront among 12 counties (districts) of Shannan City.
